Most people nowadays use credit cards. We use cash, but more and more often we don’t carry it. Some shops don’t accept cards, but this is happening less and less often. Most European countries are trying to strengthen digital payments. This is why some countries are changing the limits on ATM withdrawals. In 2026 , for example, it changed in Italy.

In most countries, the limit is set at €250 – €500, but banking companies may set limits differently each time. Some reports talk about the EU trying to set the daily withdrawal limit at €1,000. This could come into effect from 2027. For now, however, there is no single limit in the EU.

Daily limit settings

ATM withdrawal limits serve a practical purpose for financial institutions: ATMs can only dispense certain amounts of cash, which prevents more money from being stolen in case you lose your card. In addition, each ATM also has a limited amount of cash; if everyone could withdraw any amount, it would be more common for a given machine to run out of bills.

Another reason why the limits are set is because of the push for more digitalisation and card payments. It’s a safer and faster process, but many older people still primarily use cash. If they don’t have it, they immediately withdraw money from ATMs.

In Italy, ATM withdrawal limits have fallen to €500. In the EU in general, however, the limit is €1,000. ━━ In Italy, ATM withdrawal limits have fallen to €500. In the EU in general, however, the limit is €1,000. ( Source: Timeo Buehrer /  Unsplash+ )

It’s not just about withdrawals

In some countries, ATM withdrawal limits are also payment limits. Italy has set a maximum cash withdrawal limit of €500 from 1 January 2026. But in addition, this amount also applies to purchases in general. Legislation there prescribes that more expensive items cannot be bought with cash.

The new limit represents a significant breakthrough for many citizens who have been using cash to a large extent all along. This is particularly the case for the elderly and those less familiar with digital technology. High-value purchases will now be more challenging for many, as they will require the help of others or adaptation to new innovations.

In addition to Italy, other countries can be expected to introduce similar changes soon. On 20 November 2025 , for example, Latvia switched to a change where you can withdraw a maximum of 750 euros per day from that date.
